when the system fails?

IT,s been three years now Ive been raising three boy,s
the mother was ordered to pay child support when i push the issue
the county just keeps saying that she cant be found I have turned in three address on her they found her and let her go twice now
they tell us she will not serve any time cause there system is to full
so there will be no lesson to be learned for her the truth is the
system does not work for everybody.
